Added the ability for AOC members to create Local Channelizations.
It is now possible to create multiple Local Standard Channelizations based on an existing Comm Plan. The channelizations created through AOC Tools Comm Plan will be available on the main PDF file (ATO, ACO, SPINS etc.) and MDCs.
